The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.

The second type of validation verifies assessments are conducted according to the principles of assessment and rules of evidence.

This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

How Assessment Tool Validation is Conducted

Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.

When Assessment Tool Validation Should Be Done

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.

There's no need to wait for your next 5-year cycle validation schedule. Validate new resources immediately to ensure they are suitable for student use.

Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:

- resources get updated
- add new training products on scope
- your course gets reviewed against training product updates
- learning resources get identified as a risk during your risk assessment

ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.

It's important to remember this validation ensures that all learning resources are compliant before use. All RTOs need to validate resources for each unit.

Instructional Resources

To conduct assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – the first document to review. It indicates which assessment items meet unit requirements, aiding in faster validation.

Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.

Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.

Panel for Validation

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

Collectively, your validation panel should have:

Vocational competencies and current industry skills that relate to the unit being validated

Current knowledge and skills in vocational teaching and learning

Any one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or the successor version

Authenticity – Is the assessment tool ensuring that the work is the candidate’s own?

Currency – Are the assessment tools updated to reflect current units of competency and industry practices?

Although these are frequently covered in VET professional development and nationally recognised training, many tools still struggle to meet these requirements.

To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:

Live Up to Your Words

Pay close attention to the verbs in the unit requirements and ensure they are addressed check here by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

diapering

bottle preparation, bottle-feeding infants, and cleaning equipment

solid food prep and feeding infants

respond properly to infant signs and cues

prepare infants for sleep and soothe them

monitor and promote age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or Not Competent

Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:

Corresponding costs

Time assigned for activities

Allocated roles and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, use of engineering controls
